Hess's Plan to Fund Schools Without New Taxes

Last week we heard Governor Shaheen's plan to fund schools with a combination of a first-ever sales tax and a lower statewide property tax. Today we hear a GOP plan to accomplish the same goal without adding any new broad-based taxes.
