Jeff Palmer is a native of Dover. He used the familiar scenes of his hometown in his first feature-length film, "On the Fringe." It's a serious look at the lives of four men living on the fringe of society and battling the effects of a painful experience. Jeff talks about his film and his five-year struggle to make it.
