Please explain why hunting

Please explain why hunting and fishing license fees were raised and no money from the general fund was added to the Fish and Game department to offset the costs of search and rescure, increasing employee benefit costs and other important programs that benefit the state concerning tourism and conservation. It seems that the declining number of sportsman and fishermen are burdened with the increasing costs and already have expensive licenses. Won't this discourage hunters and fishermen from visiting New Hampshire, and encourage residents to go out of the state?
