Democratic presidential candidate Joe Biden focused on the war in Iraq during a campaign stop in Portsmouth Thursday.

The Delaware Senator told an audience at a town hall style appearance in Portsmouth that Iraq is like a big boulder sitting in the middle of the road.

“Until we settle Iraq we cannot reestablish our credibility in the world to deal with other foreign policy dilemma.”

Biden also criticized President Bush’s troop surge strategy, saying it doesn’t meet the goal of bringing Iraqis together.

“There is no trust within the central government, there is no trust of the central government by the people, and there’s no capacity of the part of the central government to deliver basic needs and services of the Iraq people.”

Biden says his exit strategy relies on decentralization of the Iraqi government and stresses local control under the watchful eye of the United Nations.
