Why Did the Democrats Organize a Tax Summit?

It's been a bad six weeks for Democratic leaders in the House.

Conservative critics have hammered them for a series of meetings on tax policy in the Ways and Means Committee that begin later today.

Those critics claim the talks are a step towards making a statewide income tax a reality.

Democrats from the Governor to the Committee Chair all agree no significant legislation is expected to come from these sessions

So NHPR's Dan Gorenstein asks why Democratic lawmakers have knowingly exposed themselves to this political fire.

Democratic Representative Susan Almy- who chairs the Ways and Means Committee- understands that taxation holds a special place in the state’s collective consciousness.

TAPE: you are not supposed to emit the word ‘tax’ aloud without washing your mouth out with soap.

Ten years of time on Ways and Means has informed Almy’s views on the matter.

But despite the third rail nature of tax talk, she decided over the summer to do what lots of committees do.... invite experts- in this case- economists, businesses and community leaders to brief members on key issues facing the committee.

TAPE: what we are trying to find out is whether we are badly affecting some businesses versus others, making it harder for people to get jobs, making it harder for businesses to grow.

Almy figured with the state facing severe deficits and the nation is slogging through a Recession, it was a good time to look at how the state raises money.

When news of the two-day session broke, predictably, conservative critics blasted Almy- a solid income-tax supporter.

The Union Leader wrote an editorial entitled, “Susan’s Secret, Pitching an Income Tax,” which went on to say that Almy, Speaker Terie Norelli and other top Dems hope to convince enough legislators to back the concept.

The state Republican Party declared “Democrats are obviously planning to wage a dishonest campaign...to push for an income-tax.”

What’s curious is that top House Democrats had anticipated catching at least some heat.

Before anything got going, Almy went to Speaker Norelli for permission.

Norelli, who has also supported an income tax, weighed the pros and cons and gave her consent.

She saw no reason to back away from a politically charged- but critical- topic.

What the Speaker says she doesn’t understand is how absurd the hysteria around the event has gotten.

TAPE: I find it incredulous there are people in the public saying to legislators, please don’t educate yourself about the decisions you have to make.

In part, Norelli’s frustrated by the fact that many critics have overlooked the bipartisan nature of the committee’s agenda....choosing instead to simply tar all Democrats.

In reality, Almy, with the help of two Republicans committee members and another Democrat put the session together.

That includes the ranking Republican Norm Major.

TAPE: if it was just designed in order to get a broad-based tax then I wouldn’t want any part of it.

Democrats may have also believed there would be political cover because Governor Lynch has made himself perfectly clear.

TAPE: I will veto a sales or an income tax. So it’s not going to happen. They know that.

But whatever assurances the governor or lawmakers offer, whatever the details are surrounding the lead up to the talks, critics remain deeply skeptical.

TAPE: this is a job killing, small business killing event, that when the average person finds out that on the discussion table, whether overtly or covertly, is the notion of a statewide income tax, there will be a revolution.

Corey Lewandowski heads the state Americans for Prosperity chapter.

For people like Lewandowski, part of the issue is that the committee talks only focus on revenues.

Lewandowski believes lawmakers must figure out how much money they need before they can properly analyze the how much revenue is needed.

Earlier this month a blogger on Red Hampshire wrote that Terri Norelli and Susan Almy will stop at nothing to see that an incomes tax passes.

He goes on to say that it’s time for a change in leadership.

Just like Almy knows ‘tax’ can be a bad word, she knows that she and other Democrats have taken their share of hits as a result of talks that likely won’t lead to much change.

But she says in the long run, it may be worth it.

TAPE: I am hoping that if people are willing to talk and listen to each other about taxes more often maybe we will be able to smooth the rough edges off the system we’ve got.

The Ways and Means session begins today at the Capitol.

Why are you giving these people credibility?

This story is not a story. Th effort to make an issue of these hearings is a coordinated political hit job by very extreme fringe actors. NHPR played right into their game. Is this the beginning of a Fixed Noise/Crazy Beck influence on our esteemed public radio station?

Extreme Fringe = Tax and Spenders

The extreme fringe is running and ruining NH.

Almy is not credible

Almy imagines all sorts of conspiracy theories -- specifically that we the people, the taxpayers of NH, have no right to speak because we have wealthy backers.. when we don't, proven by the fact we may challenge our government using 91-A laws from time to time which by the way doesn't cost anything.

Why weren't the REAL taxpayer groups of NH invited? You know the ones not backed by Soros, Rockefeller and the TIDES foundation?

Outside money is RUINING NH.

The keynote speaker is a liberal who never saw a tax he didn't like.

Democrats don't get it and never will.
Here’s an example of what happens when individuals running government abandon a successful jobs development strategy based on low taxes and low spending. Last session the House passed a death tax and a capital gains tax. Even though these bills did not pass the Senate, the reception in the House was so positive that three rich NH clients of mine, seeing the writing on the wall, have decided to establish their formal domicile elsewhere and are looking at Florida, Texas and Wyoming as places to possibly resettle. Because they’re highly attuned to the threat to their assets and income represented by democrats prevailing in the statehouse, two are selling property that they can well afford to own, maintain, and pay taxes on the most expensive island on Lake Winnipesaukee. When the rich start to vote with their feet and leave town and jobs leave with them.
People will always migrate to where the economy is brightest. NH’s Democrats have turned off our porch light.
For the first time in decades, NH is now losing population. What does that say about the plague of present leadership?
The bottom line is that Democrats just want big government. They are incapable of prioritizing spending. Any idea that sounds good is as good as any other idea that sounds good regardless.
We’re now being governed by children and our future prospects reflect it.

Cut the spending!

Look, there is hardly a family in the country who has not CUT BACK and looked at every item in the family budget. Many have cut their own spending, gone without, and made difficult choices. ALL the economic reports confirm this. DAY TO DAY activities and interactions with real people (not politicians) confirm this.

Conversely, our elite political class is ONLY looking at INCREASING REVENUE & TAXES at every level of government. Comments today on NHPR indicated an INCREASE of 16% in the State Budget for spending during the last 2 years.

Did YOU get a 16% raise?

How about a seminar on SPENDING CUTS instead of increasing taxes and revenue? That's what the Republicans say they are having next week.

These Dems have the cart before the horse ...AGAIN.

Just ask WE THE PEOPLE. What world is our elite political class living in?

You are there to SOLVE PROBLEMS AND LIVE WITHIN OUR "COLLECTIVE MEANS" IN THE MIDDLE OF THE WORST ECONOMIC TIMES SINCE THE 1930's.

I guess they will find out at the next election what that means, as it seems to have escaped them at all levels of government.
