North Country representatives were evenly split on a bill Gov. Lynch said would allow lenders to charge an annual percentage rate of 400 percent interest.
Senator John Gallus (Republican) of Berlin voted against the bill.
Four reps were excused from voting.
On Friday Gov. Lynch vetoed that bill, Senate Bill 160.
As NHPR reportedLynch said Lynch said such high interest rates would “hurt New Hampshire families, communities and the economy.”
In a news releaseLynch was quoted as saying if signed into law the bill “would create an escalating spiral of debt for New Hampshire families” which is why 31 other states have forbidden such excessive interest rates.
Those who favored the bill said it would help some consumers who need credit.
It passed the House 208 – 139.
It passed the Senate 13 -11.

* Kathleen Taylor (Democrat) of Franconia
