The controversial Northern Pass hydro-electric project “cannot happen without local support” and “should not happen with eminent domain,” Gov. Lynch’s said today in his State of the State address.

State of the State Address - Tuesday, January 31, 2012

Opening

Mr. Speaker, Mr. Senate President, Madam Chief Justice and members of the judiciary, honorable members of the Executive Council, House and Senate, and my fellow citizens of New Hampshire:

Gov. Lynch will deliver his final state of the state address to the House and Senate on Tuesday, Jan 31.  He announced in September of 2011 that he would not seek a fifth term.

Under the bill, lenders could charge 15 percent monthly interest. 

Governor Lynch’s veto message notes the annual percentage interest rate on these so-called installment loans translates to more than 400%. Lynch says allowing such rates would hurt New Hampshire families, communities and the economy.

Lynch’s message also says the bill limits the state’s regulatory authority.

Lenders would get advance notice before the banking department conduct exams and regulators would have reduced power to levy administrative fines.
