First responders in Manchester are noticing a change since the city banned smoking in downtown parks.

Two New Hampshire men have pleaded guilty to trafficking a huge amount of synthetic cannabis, also called spice, valued at about $4 million.

One year ago, undercover officers traced spice being sold in convenience stores in Hooksett and Londonderry back to two men producing the stuff at three locations in New Hampshire and Massachusetts. Officers found 3,000 pounds of spice, scales, boxes of empty packages, and residue of a controlled substance called AB-FUBINACA.

After pleading guilty, defendants Kyle Hurley, 32, and Robert Costello, 71, could face decades in prison.

  A bill that would outlaw synthetic drugs like spice and bath salts received strong support as it was introduced to the Senate Commerce Committee.

The bill is cosponsored by more than half the state senate. Lead author, Democratic Senator Molly Kelly, told colleagues she wants to make it harder to buy the drugs without criminalizing the substances overnight.

“We know, and people do know, in our state, that heroin is dangerous. They know that many other drugs are dangerous. But the confusion is: people do not know that synthetic drugs are dangerous.”

Earlier this month, the Berlin City Council adopted a ban on synthetic marijuana. Now  Littleton is considering the same thing, but it has decided to let voters decide..

The ordinance will go on the ballot because there’s a controversy in town about a ban, says Milton Bratz, the chairman of the select board.

Berlin is the first place in the North Country to ban synthetic marijuana, sometimes called spice...

At a public hearing Monday night Berlin Police Chief Peter Morency said synthetic marijuana has become a serious problem in this city of 10,000 and "is really causing havoc here."

Father Andrew Nelson urged passage of the ordinance that would ban the possession or sale of “synthetic cannabinoids” that use any of a wide range of chemicals listed in the six-page ordinance.

  Lawmakers and law enforcement are still struggling to craft a policy that would control synthetic drugs in New Hampshire.

Lawmakers, the New Hampshire Department of Justice, health officials and law enforcement have been meeting for months in the hopes of coming up with language for a bill that could better protect communities from synthetic drugs like spice and bath salts.

 Manchester Police have reported the seizure of more 11 pounds of synthetic marijuana known commonly as spice from a Manchester tattoo parlor. The drugs sold as incense had a retail value of more than $25,000.

The search warrant was executed at two Spider Bite locations two weeks ago as part of a months-long, multi-agency investigation that began well before a spate of overdoses that occurred in the middle of August.

Sgt. Brian O’Keefe says the department kept the seizures close to the chest since the investigation is still ongoing.

New Hampshire lawmakers say they’re thinking outside the criminal code when it comes to the designer drug known as Spice and may consider consumer protection laws such as labeling requirements.

A study committee met for the second time Thursday to look into ways to create a statewide approach to banning the substance, which has proven to be a challenge through conventional legislation.

  A newly formed committee to study ways to regulate and control the designer drug known as Spice held its first meeting Wednesday.

The committee was created by legislation signed in the last session. Senator Molly Kelly of Keene was the legislation’s author and is now the Chair of the study committee.

“There’ll be different components than just looking at the criminal law. We can look at even our consumer protection law on labeling.”

  The three Manchester stores that were closed last week in the wake of the synthetic marijuana overdoses have been allowed to reopen. The stores have agreed not to sell any brand of so-called spice.
